Chapter 13 - The Surface Breach

The deafening crash of the lower platform hitting the subterranean water sent a violent tremor vibrating up through the rusted ladder rungs. Marcus planted his boots firmly against the frost-covered marble, throwing his entire upper body weight into the industrial hand-crank alongside Margaret.
"Keep turning!" Marcus yelled, his muscles straining as the heavy steel cable began to wind upward, groaning under an immense load. "She's on the line!"
Slowly, painfully, Eleanor’s silhouette emerged from the dark, swirling mist of the sub-basement chasm. Her sparkly gold dress was torn and stained with dark mud, her hair soaked and plastered against her pale cheeks, but her hands remained locked in a death grip around the steel cable.
Marcus dropped the crank handle and lunged forward, grabbing Eleanor by the wrists and hauling her over the jagged edge of the marble floor onto safety. She collapsed onto her side, coughing violently and gasping for air as freezing mist swirled around her.
"Eleanor!" Marcus cried out, dropping to his knees beside her and brushing wet hair from her forehead. "Are you alright? Where is Richard?"
Eleanor clutched a small, blood-stained brass key in her palm—the manual override key—and pointed weakly back down into the dark void. "He... he stayed behind to jam the secondary bulkhead. The automated floodgates... they're locked shut permanently. The city is safe."
"What about him?" Marcus demanded, shining his tactical light down the shaft.
The beam illuminated only empty, churning water where the lower ladder had been torn away from the stone wall. There was no sign of Richard Vance. The dark subterranean river had swallowed him whole, leaving behind only the distant, hollow echo of dripping water.
Julian, still slumped against the wall, let out a slow, triumphant grin through his battered lips. "He always was a martyr for a lost cause. Just like the foundation. Just like the orphans."
Before Julian could utter another word, a heavy, rhythmic pounding echoed not from the sub-basement, but from the barricaded main service doors of the ballroom.
Bang. Bang. Bang.
The massive mahogany doors shuddered under a coordinated, synchronized force from the outside hallway. The reinforced locks began to groan and splinter under the pressure.
"Federal Marshals!" a booming voice echoed through the thick wood. "Open the doors immediately! Drop your weapons and step away from the perimeter!"
Arthur Pendelton, who had been cowering near the exit, suddenly scrambled to his feet with a manic gleam in his eye. He lunged toward the splintering doors, shouting at the top of his lungs. "We are being held hostage! Arrest Detective Marcus Vance and Eleanor Vance! They orchestrated this entire terrorist attack!"
Marcus didn't even flinch. He stood up slowly, stepping over the shattered marble, and walked directly toward the trembling board member.
Before Arthur could reach the doors, the heavy mahogany panels exploded inward in a shower of splinters and dust.

Through the ruined entryway, a dozen heavily armed federal tactical agents swarmed into the ballroom, their automatic rifles raised and laser sights painting a grid of red dots across the room. At the front of the tactical unit stood Deputy Attorney General Sarah Vance, her face carved from stone, staring directly at Eleanor and Marcus with a look of absolute, chilling finality.
