Chapter 11 - Unraveling the Web

The radio crackle cut through the quiet courtyard, bringing an immediate end to the momentary sense of relief. Officer Miller lifted the handset to her ear, her expression tightening as the precinct captain's voice came through the speaker with grim urgency.

"Miller, status report," the captain ordered, his tone lacking its usual bureaucratic stiffness. "We just received an anonymous data dump containing the encrypted financial records of the entire school district board. It matches the hard drive you recovered. The attorney general's office is stepping in."

Miller glanced over at Maya, who was tapping furiously on her master override tablet, decrypting the contents of the flash drive Vance had dropped.

"We have the superintendent in custody, Captain," Miller reported firmly. "He tried to flee with the physical master files, but we secured them. However, we have reason to believe the corruption extends far beyond just this single district."

"It does," the captain replied grimly. "That data dump didn't just expose local embezzlement; it tied into a statewide network of fraudulent federal grant allocations meant for underprivileged schools. They've been systematically starving districts of resources to artificially inflate administrative bonuses for years."

Maya looked up from her tablet, her face pale. "Miller, look at this file. This isn't just about money. Look at the student enrollment logs for the remedial programs."

Miller stepped closer, reading the glowing screen over Maya’s shoulder. The data revealed a horrifying pattern: low-income children who could not afford the mandatory "supplemental fees" were systematically flagged in the district database as academic failures, ineligible for standard graduation tracks, and quietly funneled into underfunded vocational programs controlled by private contractors tied directly to Superintendent Vance’s shell companies.

It was a modern-day caste system operating inside the public education infrastructure, punishing children for the crime of poverty.

Lily and Leo walked out of the side exit of the school building, stepping cautiously into the courtyard. Leo carried his backpack securely, while Lily looked around with a tentative sense of safety, her gray t-shirt clean and her curly hair neatly brushed back.

Officer Miller saw the children approaching and walked over to meet them, kneeling down to be at eye level once again.

"You both did an extraordinary thing today," Miller said gently, placing a hand on Leo’s shoulder. "Because of your courage, a lot of kids are going to get the education and protection they deserve."

Leo nodded, offering a small, relieved smile. "We just wanted the truth to come out, Officer."

"The truth is just the beginning," Miller replied, her eyes hardening with renewed determination. "Now we have to fix what broke."

Just as they turned toward the parking lot to head down to the precinct for official statements, a dark, unmarked luxury sedan pulled up abruptly to the curb, its tinted windows rolling down to reveal a cold, familiar face.
