Chapter 8 - The Red Folder

Hospital Administrator Vance—no relation to Arthur, despite the unfortunate coincidence—stepped into the room, his face flushed and his breath coming in short gasps.
"Ms. Sterling, Mr. Henderson," the administrator said, holding up the red folder. "We have an urgent directive from the state health board. All discharges from this wing are temporarily frozen pending an emergency ethics review."
Chloe clutched the newborn tighter against her chest, her voice rising in panic. "On what grounds? I am the mother! I signed the birth consent forms!"
"You signed consent for a standard fertility match under the supervision of the Vance Foundation," the administrator replied, avoiding Chloe's desperate gaze. "The state has received an anonymous whistleblower report alleging that the genetic materials used in your procedure were obtained without informed consent under federal medical research guidelines."
Clara stared at the administrator, a cold realization dawning on her. "Arthur's foundation. He set up a contingency plan in case the state ever audited his private medical archives."
Mr. Henderson smiled, a small, humorless twitch of his lips. "Arthur always anticipated government interference. That is why the trust operates independently of federal oversight. The child’s custody is a private matter governed by civil contract, not state health regulations."
Sarah stepped up beside the hospital administrator, her voice sharp and authoritative. "Listen to yourself, Director. We are talking about a living infant and a traumatized mother. You cannot allow a dead man's legal loopholes to override human rights."
"My hands are tied, Nurse," the administrator said apologetically, stepping aside as the two security guards took positions near the door. "Until the legal team clarifies the jurisdiction, no one enters and no one leaves this room."
Chloe looked across the bed at Clara, her expression shifting from anger to a chilling, desperate resolve.
"You want the truth about your family?" Chloe asked softly, her fingers tracing the edge of the silver wax seal on the tray table. "Arthur didn't just manipulate my pregnancy. He left something else in my apartment before I went into labor."
Clara leaned in, her heart pounding. "What did he leave?"

"A key," Chloe whispered. "To the safety deposit box at the downtown Federal Reserve where the real birth records of the Vance family are hidden."
