Chapter 11 - The Riverbank Sanctuary

The freezing wind off the river hit Julian like a physical wall as he burst out of the iron-grated drainage tunnel, coughing and gasping for fresh air. The murky gray waters of the river rushed swiftly beneath a towering concrete bridge overhead, carrying chunks of floating winter ice.
Julian stumbled down the rocky embankment, his legs trembling from exhaustion and adrenaline. He set Evelyn down gently on a dry patch of earth near the base of the bridge support, dropping to his knees beside her to check for injuries.
“Are you okay? Did you get hurt in the tunnel?” Julian asked breathlessly, his hands hovering anxiously over her small shoulders.
Evelyn looked up at him with those big, solemn eyes, shaking her head slowly. She reached up and touched his cheek with cold, delicate fingers. “I’m okay, Uncle Julian. But Uncle Marcus isn't coming with us, is he?”
Julian’s breath hitched in his throat. The raw, chilling perception in her voice stopped him dead in his tracks. He swallowed hard, trying to find the right words to comfort a child who seemed to understand the brutal realities of the world far better than he did.
“Marcus… Marcus did what he had to do to keep us safe,” Julian managed to say, his voice cracking as unshed tears spilled over his eyelashes. He pulled her into a tight, protective embrace, burying his face in her blonde hair. “We’re going to honor him, Evelyn. I promise you that.”
Suddenly, the distinct thrum of a heavy helicopter rotor echoed overhead, cutting through the howling river wind.
Julian’s head snapped upward. A matte-black tactical chopper bearing no insignia dipped low beneath the bridge span, its powerful searchlight sweeping across the rocky shoreline and pinning them in a blinding cone of white light.
“Damn it,” Julian cursed under his breath, scrambling to his feet and pulling Evelyn behind a thick concrete pillar of the bridge.
A loud, amplified voice boomed from the helicopter’s external speakers, bouncing off the concrete pillars.
“Julian Vance! Put your hands where we can see them! The perimeter is locked down. You have nowhere left to run!”
Julian’s heart hammered against his ribs. The voice didn't belong to Victor Sterling’s men. It was colder, more methodical—federal enforcement agents operating under emergency corporate jurisdiction. Victor had triggered a federal asset forfeiture order, branding Julian and Evelyn as fugitives under fabricated charges of industrial espionage.
Evelyn clutched the silver crescent moon pendant in her hand, looking up at the hovering helicopter with a strange, calculating intensity.
“They want the moon, Uncle Julian,” she whispered softly, holding out the silver pendant toward the blinding light.
“No, Evelyn, keep that hidden!” Julian warned, grabbing her hand.
Before he could pull her deeper into the shadows, a rope ladder dropped from the belly of the helicopter, splashing into the shallow river water just twenty feet away from where they stood. A heavily armed figure in tactical gear slid rapidly down the line, hitting the rocky shore with a heavy thud and advancing toward them with weapon raised.
Julian braced himself to fight, stepping directly into the path of the approaching agent, ready to risk everything to protect the child.
“Step away from the child, Mr. Vance,” a familiar, calm voice called out from behind the tactical agent.

The agent lowered his weapon and stepped aside. Stepping out from the blinding wash of the helicopter’s searchlight was the stranger in the black suit—the same man who had been shot at the monument, now wearing a tactical vest over his bandaged shoulder, holding an open federal badge in his hand.
