Chapter 8 - The Frequency War

The small electronic jammer mounted on the concrete pillar emitted a sharp, high-pitched whine before a burst of static crackled across the open air. Across the dimly lit sub-basement, Julian Vance paused mid-stride, staring down at the silver tablet in his hands as the tracking dot began to multiply, fragmenting into a dozen erratic signals bouncing off every corner of the underground parking garage.
"Sir, we're experiencing heavy interference," one of the private security guards shouted over the idling engine of the lead SUV, stepping out with a tactical flashlight sweeping the shadows. "The localized signal just split. We don't know which direction she's moving."
Julian’s jaw tightened, a muscle ticking in his cheek as he tapped furiously on the glass screen, trying to isolate the true frequency. "It's a decoy transmission. Sweep the perimeter rows. She couldn't have gotten past the ramp without tripping the optical sensors."
Behind the concrete pillar, Elena let out a quiet breath she didn't realize she was holding. She looked up at Marcus, who was already pulling a heavy set of bolt cutters from an emergency maintenance locker embedded in the wall beside them.
"How long will that jammer hold?" Elena whispered, clutching her encrypted case tightly against her chest.
"Maybe two minutes before Julian's tech crew reroutes the triangulation algorithm," Marcus replied, his muscles straining as he jammed the jaws of the tool into the heavy padlock securing a private utility maintenance hatch. With a sharp crunch of stressed metal, the latch gave way, swinging the metal door open to reveal a narrow, dimly lit drainage tunnel sloping downward into the city's old storm system.
"Through there," Marcus motioned with his head, stepping into the damp, echoing tunnel ahead of her. "It leads three blocks away, right out near the municipal archives building."
"The archives?" Elena paused at the threshold, looking back toward the red-tinted chaos of the garage. "Marcus, why are we heading toward the archives? The digital server downtown is where we need to upload the counter-signature."
"Because the physical paper trail proving Arthur embezzled from the foundation's primary endowment fund isn't on any server," Marcus said, his voice deadly serious as he pulled her inside and began sliding the heavy hatch back into place. "It's locked inside the original municipal registry vault, and the only person with the judicial clearance to unlock it is currently waiting for us inside."
As the maintenance hatch clicked shut, plunging them into absolute darkness save for the narrow beam of Marcus’s pocket flashlight, a heavy thud echoed against the metal door from the outside. Julian Vance’s muffled voice called out into the empty corridor, shouting orders to fan out and check every utility access point in the lower levels.
Elena swallowed hard, her boots splashing softly against the shallow layer of runoff water pooling at the bottom of the drainage tunnel. "Who's waiting for us at the archives, Marcus? You better tell me before we reach the end of this tunnel."

Marcus glanced back over his shoulder, his eyes reflecting the pale beam of light. "Judge Miller. The only judge in the district who hasn't been bought off by Arthur Sterling's corporate syndicate."
