Chapter 2 - The Badge of Bureaucracy

The sudden declaration hung heavily in the morning air, freezing Sarah Miller mid-motion. Her hand hovered inches from her radio, fingers twitching with a mixture of disbelief and surging fury. She looked from Marcus Vance to Maya Vance, her eyes darting between the dark blue uniforms and the official paperwork fluttering slightly in the morning breeze.

"You've got to be kidding me," Sarah spat out, her voice dropping an octave as she tried to regain tactical control of the situation. "You’re arresting a fellow officer for responding to a suspicious person call? Check the dispatch log, Vance. Elmwood Terrace has had three break-ins this month alone."

Marcus didn't blink. His posture remained rigidly professional, devoid of the performative aggression Sarah had just displayed. He unclipped his department-issued body camera, holding it up so the blinking red light faced Sarah directly.

"The dispatch log shows no active calls for this specific block, Officer Miller," Marcus said, his tone chillingly level. "Furthermore, you bypassed standard protocol by initiating contact without calling in your location or requesting backup arrival first. You targeted a licensed municipal contractor based entirely on demographic profiling."

Maya stood silently between them, holding the leather clipboard open to the public works permit. She watched the dynamic shift with a sharp, analytical eye. She recognized the underlying tension between the two officers, sensing that this was not merely a random encounter, but the boiling point of a much deeper department fracture.

"I was doing my job," Sarah hissed, finally pulling her hand away from her belt and stepping back. "You’re protecting your own personal interests, Marcus. Everyone in the precinct knows your family ties to downtown development. This whole thing stinks of a cover-up."

"My family ties have nothing to do with constitutional violations, Miller," Marcus countered, pulling a pair of steel cuffs from his tactical pouch with practiced ease. "Turn around and place your hands behind your back. You are detaining a citizen without probable cause and violating department anti-discrimination directives."

Sarah’s eyes flared with a desperate defiance. She slowly reached behind her back, but her fingers grazed the grip of her sidearm instead of her cuffs.
