Chapter 13 - The Federal Override

The static from the ambulance radio hissed loudly in the cramped space, hanging in the air like a sudden physical blow. David froze, his hand tightening over the leather journal until his knuckles turned bone-white.

"What did dispatch just say?" Helen asked, stepping forward from the back partition with her eyes wide with disbelief. "Rescinded? How is that even possible? We have the physical audit right here!"

Detective Ramos pushed open the cab door and climbed back into the treatment area, her face pale with cold, hard fury. She slammed her hand against the metal wall of the ambulance.

"It's Judge Sterling," Ramos said through gritted teeth. "He's the chief federal magistrate for this district, and he's on the hospital board's secret retainer list. He just issued an emergency injunction classifying the hospital's financial records as confidential state security documents."

Outside the rear windows, the scene in the courtyard shifted with chilling speed. Two black federal transport vans with tinted windows pulled up to the security gate, bypassing the municipal police cruisers entirely. Men in dark suits and federal insignia stepped out, flashing high-level clearance badges at the local officers who stood back, visibly confused and hesitant.

"They're taking Vance," Leo whispered, pressing his face against the glass as he watched Director Vance step out of the municipal squad car, his handcuffs abruptly removed by a federal agent who offered him a polite, apologetic nod.

"They aren't just taking him," David said grimly, standing up slowly despite his injuries. "They're moving him to a federal holding facility where local warrants don't apply. Once he's inside that system, this ledger becomes illegal contraband."

Lily began to stir anxiously on the stretcher, sensing the sudden shift in the room's atmosphere. "Leo, are the bad guys coming back?"

Leo reached out, taking his sister's small hand and squeezing it tightly. "No, Lil. We're not going to let anyone touch you."

Detective Ramos pulled a small, secure flash drive from her tactical vest and handed it directly to David. "My department's internal affairs unit has been building a parallel RICO case against Sterling and Vance for six months. This drive contains encrypted copies of every financial transfer connected to the children's ward."

She paused, looking intently into David’s eyes. "If we hand this over to the federal agents outside, it will be destroyed within the hour. But if you take it to the regional investigative journalist whose name is written on the inside cover of that journal, they can publish before the injunction takes effect."

David took the flash drive, sliding it carefully into the hidden lining of his coat. "Where do we find him?"

"He's waiting at the old union printing press across town," Ramos whispered, stepping toward the rear doors and unlocking them manually. "I'll create a diversion with the local units. Go out through the steam tunnels now."

Before David could reply, the handle of the ambulance door turned violently from the outside, and a towering federal agent in a dark suit pulled it open wide.
