Chapter 13 - Breaking the Surface

The blinding glare of industrial halogen lights pierced through the jagged hole in the concrete wall, illuminating the swirling dust and rushing water of the underground cistern. Elena and Julianna scrambled frantically through the smoking breach, coughing violently as the fresh, damp air of the main municipal storm tunnel rushed into their lungs. Behind them, muffled shouts and the sound of heavy boots echoed over the roar of the collapsing brickwork.
"Over here! Grab my hand!" a gruff voice called out from the bright light.
A burly municipal worker in a high-visibility neon vest reached through the gap, grabbing Julianna’s wrist and hauling her up onto the elevated maintenance platform, followed immediately by Elena.
"What the hell is going on down there?" the worker demanded, staring wide-eyed at the armed men emerging from the shadows of the collapsing cistern. "We got a structural emergency call, but you folks look like you're running from a war zone!"
"Call the federal authorities! Right now!" Julianna gasped, leaning heavily against the metal railing of the maintenance rig. "Vance Enterprises is systematically destroying municipal infrastructure! They're armed, and they're trying to cover up a massive criminal conspiracy!"
The municipal worker stared at her in utter disbelief, but before he could respond, Vance’s lead operative appeared at the edge of the breach, raising his weapon through the opening.
Without missing a beat, Elena pulled the encrypted flash drive from her pocket and hurled it directly at the municipal worker’s chest.
"Plug that into your master diagnostic console!" Elena shouted over the noise. "It’s got real-time proof of the corporate land grab and the missing trust funds! If they destroy this rig, thousands of families lose their homes tomorrow!"
The worker caught the drive on pure instinct. Recognizing the corporate logo of Vance Enterprises stamped on the housing, and seeing the cold, desperate look in the armed man's eyes across the gap, the worker slammed the control lever forward.
With a deafening roar of pneumatic pistons, the heavy industrial drilling shield surged forward, sealing the breach with a solid wall of reinforced steel plates and cutting off Vance and his operatives completely.

Silence descended upon the municipal rig, save for the hum of the generator and the heavy, ragged breathing of the two women. Elena sank slowly onto the metal grating, her worn grey denim jacket soaked through, clutching her bruised arms. But as she looked up, she saw something she hadn't expected: a row of blinking notification lights on the console confirming that the data upload to federal servers was already at ninety-nine percent.
