Chapter 9: The Turn of the Tide**

Charles Vance burst through the basement door, flanked by four federal agents wearing dark FBI windbreakers.

"Drop the weapon, Marcus! Hands on your head!" shouted the lead agent, weapons drawn and trained on the bodyguard.

Marcus looked at Elena, then at the agents. Slowly, the fight drained out of his shoulders. He lowered the handgun and let it clatter against the concrete floor, dropping to his knees with his hands locked behind his neck.

Charles ran down the stairs, ignoring the dust and the tension, and stopped right in front of Elena. His designer coat was soaked from the downpour outside.

"Are you okay?" he asked, breathless, his voice cracking with emotion.

Elena looked at him, studying the man who had once promised to protect her family’s legacy. "Why are you here, Charles?"

"Because you were right," Charles said, looking down in shame. "I was a coward. When you disappeared, I let Victoria take control because I was too weak to fight her. But last night... I went into the private safe in her penthouse. I found the surveillance tapes of the bridge from six years ago. She kept them like a trophy."

He reached into his pocket and handed a heavy leather-bound ledger directly to the FBI agent.

"Everything is in here," Charles said. "The bribery of city inspectors, the payoffs to the mechanic, and the offshore accounts. It's over."
