Chapter 5: Whispers in the Capitol

While Evelyn and Agent Thorne fortified their position in the underground bunker, the political landscape in Washington was fracturing at breakneck speed. Senator Eleanor Vance sat in her private mahogany-paneled study in Georgetown, a glass of aged bourbon in her hand, watching live news coverage of her own arrest on mute. Her face was flushed with anger, but her eyes calculated every possible angle of survival. Her chief of staff, a nervous young man named Arthur Pendelton, paced frantically across the Persian rug.
""The attorney general's office is refusing our calls, Senator,"" Pendelton stammered, wringing his hands. ""The federal marshals have locked down the primary Vanguard server banks under emergency national security warrants. If those files are decrypted, the Senate ethics committee will demand an immediate impeachment hearing.""
""Let them demand it,"" Eleanor snapped, slamming her crystal glass onto the marble tabletop, sending amber liquid sloshing over the rim. ""The ethics committee is full of career cowards who owe their campaign financing to the exact same defense contractors funding Vanguard. They won't sink me without sinking half the appropriations committee with me.""
""But the footage, Senator—the sergeant has the primary corridor recording on an encrypted device,"" Pendelton protested. ""And the girl... she saw the incubation labs in Sector Four.""
Eleanor narrowed her eyes, a cold, calculating smile touching the corners of her mouth. ""Sergeant Evelyn Vance is a stubborn, self-righteous military relic who thinks her uniform makes her invincible. She doesn't understand politics; she thinks in terms of right and wrong, black and white."" Eleanor stood up, smoothing the front of her red pantsuit. ""People like that are remarkably easy to isolate, Arthur. You just have to make them look like the aggressors.""
Pendelton stopped pacing, blinking in confusion. ""What are you suggesting?""
""We don't need to destroy the evidence,"" Eleanor said softly, walking over to the tall windows overlooking the quiet, tree-lined street. ""We just need to discredit the source. Issue a press statement through our allied channels. Claim that Sergeant Vance suffered a severe combat-related psychological break following her deployment in Afghanistan. Claim she abducted her niece and hallucinated a corporate conspiracy to mask a domestic custody dispute.""
Pendelton stared at her in horror. ""You want to frame a decorated military veteran and active-duty sergeant for mental instability?""
""I want to survive, Arthur,"" Eleanor replied coldly, turning to face him. ""And in this city, you either write the narrative, or you become a footnote in someone else's indictment. Get the public relations team on the phone immediately. We need the smear campaign circulating before morning briefings on Capitol Hill.""
As Pendelton scurried out of the room to execute the directive, Eleanor picked up her encrypted satellite phone. She dialed a secure, eleven-digit number that bypassed standard telecom routing. After three rings, a low, modulated voice answered on the other end of the line.

""The federal agents are protecting the sergeant,"" Eleanor said without preamble. ""I need you to remind them that Vanguard’s contracts extend far beyond domestic jurisdiction.""
""The package will be retrieved,"" the voice replied before the line clicked dead.
