Chapter 9 - The Mayor's Call

The red emergency phone continued its piercing ring, echoing off the mahogany paneling of the boardroom like a death knell. Catherine Vance stared at the vintage device as if it were a venomous serpent, her hand hovering just inches above the receiver. Julian Thorne stood by the window, hands clasped behind his back, watching the drama unfold with the detached amusement of a chess grandmaster observing a trapped opponent. Elena ignored her mother's hesitation, strode past her, snatched the heavy black receiver off the cradle, and pressed it firmly to her ear.

"Vance Holdings," Elena stated, her voice steady and devoid of fear. "State your business."

A heavy, breathless sigh crackled through the secure line, followed by the nervous voice of Mayor Thomas Vance—no relation, yet deeply indebted to the city's corporate machine. "Elena? Is your mother there? Listen to me very carefully. You need to pull all pending public filings immediately. The municipal council just voted unanimously to seize your downtown developments under the emergency eminent domain act."

Elena's grip on the receiver tightened until her knuckles turned white. "On whose authority, Thomas? Eminent domain requires a sixty-day public review period. You can't just execute a seizure overnight."

"I didn't have a choice," the mayor stammered, the terror in his voice palpable. "Federal marshals walked into my chambers twenty minutes ago with a warrant signed by the Thorne Trust. They threatened to release the audit logs from the ninety-eight municipal slush fund if I didn't sign the transfer papers immediately."

Elena slowly lowered the phone, her gaze snapping back to Julian Thorne, who merely smiled and offered a polite, mock nod of acknowledgment.

"It seems your municipal friends are remarkably compliant when reminded of their past sins," Julian remarked smoothly, walking back toward the center of the room.

Catherine finally found her voice, stepping forward to shield her daughter. "You're using federal coercion, Julian. That's a criminal offense, even for a trust as untouchable as yours."

"Call the federal prosecutor's office, Catherine. See who picks up the phone," Julian challenged, his amber eyes flashing with dangerous confidence. "The judiciary answers to the highest bidder, and the highest bidder decided this morning that Vance Holdings is no longer solvent."

Elena slowly placed the receiver back onto its cradle, the plastic click sounding remarkably loud in the silent room. She stepped away from the desk, walking right up to Julian until she stood only inches away from him, looking directly into his cold, calculating eyes.

"You didn't come back for the company, and you didn't come back for revenge against my mother," Elena said softly, her voice carrying an eerie, piercing clarity. "You came back for the ledger. The original one from ninety-eight."

Julian's smile vanished instantly, replaced by a dark, intense shadow that crossed his features.
