Chapter 15 - The Final Legacy

The encrypted message on the screen glowed with an amber hue against the darkening twilight of the garden. Vivienne stared at the text, her breath catching in her throat as the final, unbelievable truth revealed itself line by line.

Project Vanguard was never an illegal slush fund. It was the preliminary seed capital for the national classified defense intelligence reserve, authorized directly by the President in 1975.

Marcus noticed the sudden change in her posture, stepping forward with immediate concern.

"Vivienne, what is it? What does the message say?" Marcus asked, his voice tightening with tension.

Vivienne slowly lowered the device, her hands trembling slightly as she looked up at him, the weight of the revelation crashing down upon her with overwhelming force.

"It wasn't embezzlement," Vivienne whispered, the words barely audible over the wind rustling through the trees. "My grandfather didn't steal the money for himself. He hid it in the foundation to protect the agency from a foreign intelligence breach during the height of the Cold War. Eleanor didn't steal veteran pensions—she stumbled upon a classified national security account and started draining it, not knowing what she was uncovering."

Marcus stared at her in stunned silence, the full implications of the discovery rippling through his mind.

"That means... every arrest we made, every corrupt official we exposed..." Marcus started, trailing off as he realized the magnitude of the situation.

"They weren't just protecting a fraudulent charity," Vivienne finished, her voice steadying as her tactical instincts took over once more. "They were trying to recover a classified intelligence asset before foreign agents could exploit the system we just cracked wide open."

A sleek, black government vehicle pulled up silently to the curb outside the garden gates, its headlights cutting through the twilight. The rear door opened, and the Director of National Intelligence stepped out, walking directly toward them across the manicured grass.

The Director stopped three paces away, offering a crisp, respectful nod to Vivienne.

"Captain Vance," the Director said formally. "You’ve successfully exposed a critical security vulnerability in our classified financial network. But your mission isn't finished yet. The final phase of Project Vanguard requires a new director to secure the remaining offshore archives."

Vivienne looked from the Director to Marcus, a slow, knowing smile forming on her lips as she adjusted her service cap. The battle was over, but the war for absolute truth had only just begun.

"I'm ready," Vivienne said, her voice ringing clear and unyielding as she stepped forward into the future.
