Chapter 4 - The Uniformed Blockade

The heavy glass doors of the rental office rattled in their aluminum frames as the two police officers stepped inside, blocking the only exit. The taller officer, a broad-shouldered man with graying temples and a badge reading Officer Miller, cast a sharp, assessing glance around the room. His eyes lingered for a moment on Beatrice Sterling, who instantly straightened her golden silk blouse and plastered a deeply distressed expression across her face.
"Officer, thank goodness you're here," Beatrice cried out, her voice dripping with calculated vulnerability as she hurried around the counter. "This tenant—she just threatened me, and she’s currently in possession of illegal narcotics that we found during a routine inspection of her unit."
Elena stopped dead in her tracks, the orange envelope clutched tightly against her chest. Toby instinctively hid behind her legs, grabbing a handful of her beige shirt in silent fear.
"That is a complete fabrication!" Elena shouted, her restrained composure finally shattering under the weight of the blatant lie. "She framed me! Arthur has the proof right here on his desk!"
Officer Miller raised a gloved hand, cutting off Elena's outburst with practiced authority. He didn't look at Arthur's desk; instead, he pulled a small notepad from his breast pocket and flipped it open with his thumb. "Ma'am, we received an anonymous tip reporting a major narcotics cache inside Unit 4B, along with a report of a violent altercation in the management office. We need to inspect your personal belongings right now."
Arthur stood up slowly behind the counter, his face hardening as he leaned over the partition. "Officer Miller, don't play this game," Arthur said, his voice cutting and authoritative. "I am the senior managing clerk of this property. I have logbooks proving Mrs. Sterling entered that apartment unlawfully an hour ago. The tip was generated from her personal office phone."
Officer Miller finally glanced at Arthur, his expression narrowing. "Arthur, stay out of this. You know the protocol for suspected drug activity on commercial residential properties. We have a legal duty to investigate."
"Not without a signed warrant, you don't," a calm, deep voice echoed from the doorway behind the officers.
Everyone in the room turned. A man in his early forties, wearing a charcoal-gray tweed jacket and carrying a worn leather briefcase, stepped past the blocked threshold. He flashed a small gold badge that wasn't a police shield, but rather the credentials of the municipal housing inspectorate.
"My name is Julian Cross," the man said, stepping smoothly into the center of the office. He looked directly at Officer Miller. "And I’ve been auditing this building's tenant files for the past three weeks. I suggest you put your notepad away, Officer, unless you want to explain to Internal Affairs why you're executing an illegal search based on a retaliatory tip from a landlord facing federal fraud charges."
Beatrice let out a sharp gasp, her face turning chalk white as she stumbled backward against the filing cabinets.

Julian Cross turned his sharp gaze toward Elena, offering a reassuring nod. Then, he looked down at the orange envelope in her hands. "Mrs. Vance, don't move. There's something inside that envelope you haven't seen yet."
