Chapter 2 - The Crimson Ledger

The silence in the rental office grew so dense that the hum of the fluorescent lights sounded like a distant freight train. Elena Vance stared at the silver keys resting inches from her fingertips, her mind racing to process Arthur’s unexpected declaration. Beatrice Sterling, her face now completely devoid of its haughty color, took a sharp, jagged step forward, her manicured hands gripping the edge of the laminate counter until her knuckles turned ghostly white.

"Arthur, you keep your mouth shut," Beatrice hissed, her voice dropping from a triumphant roar to a venomous, trembling whisper. "You have no idea what you're meddling in. That woman doesn't belong here."

Arthur didn’t even blink. He deliberately pushed the heavy ledger book across the desk, opening it to a heavily dog-eared page covered in precise handwriting and bright red corrections. He slid a pair of reading glasses down his nose and pointed a thick finger at a line near the bottom of the page.

"I've been the managing clerk of this building for twelve years, Mrs. Sterling," Arthur said, his tone steady and devoid of emotion. "I’ve seen owners come and go, but I’ve never seen anyone systematically manufacture delinquency notices just to force long-term tenants out before the neighborhood zoning laws shift next month."

Little Toby shifted his weight, the cardboard box of books slipping slightly in his small arms. Elena instinctively reached out to steady the box, her eyes never leaving Arthur's face. The orange envelope in her hand felt heavy, like a lead weight dragging her down into a deeper mystery.

"Zoning laws?" Elena repeated, her voice barely above a murmur. "What does zoning have to do with my apartment?"

"Everything," Arthur replied, looking directly into Elena’s shocked eyes. He reached into his desk drawer and pulled out a manila folder marked with a confidential red sticker. "Unit 4B—your apartment—is rent-stabilized under the legacy ordinance. But if a tenant is legally evicted for non-payment of rent three times within a calendar year, the unit loses its stabilization status permanently. Mrs. Sterling has filed two false eviction notices against you in the past eight months. This was her third."

Beatrice’s chest heaved under her golden silk blouse. She slammed her palm onto the counter, making the silver keys rattle. "You're ruining everything, you pathetic bureaucrat! Those apartments are worth a fortune once deregulated!"

Elena felt a cold fury slowly replace the numbness in her chest. She looked from Beatrice’s panicked expression back to Arthur, who gave her a slow, deliberate nod.

"Take the keys, Mrs. Vance," Arthur instructed softly, sliding the manila folder across the counter toward her. "You have legal possession. But before you open that apartment door, you need to look at what Mrs. Sterling left hidden inside your kitchen pantry yesterday afternoon."
