When the files finally decrypted, the truth was worse than Grace had imagined. It wasn't just a failed drug. The runoff from the Apex manufacturing plant was poisoning Oakhaven’s water supply. The ""clinical trial"" was a cover-up; they were administering experimental antidotes to the poisoned citizens disguised as free healthcare, using human beings as lab rats to fix a chemical spill they caused.
