Chapter 5: Whispers in the Shadows

The storm hit Cedar Haven on a Tuesday morning. High winds whipped whitecaps across the bay, sending rain slanting hard against the town's storefronts.
Evelyn was filing historical land deeds in the library basement when Mr. Henderson called her upstairs. His face was unusually pale, his hands trembling as he adjusted his glasses.
""Evelyn... I don't know how to tell you this,"" he stammered, avoiding her eyes. ""The library board received an unexpected call from our regional funding council this morning. They are cutting our annual operating grant immediately unless we reduce our staff.""
Evelyn felt a sudden chill run down her spine. ""Mr. Henderson, I can take a pay cut—""
""It's not about money, Evelyn,"" he interrupted softly. ""A representative named Carver called this morning. He made it very clear that as long as you are employed here, this library will not receive a single dollar of state or corporate sponsorship. I am so sorry...""
When she walked back to The Breadline, she found Clara standing outside her own shop, staring at an official paper pasted to the glass door. A sharp-dressed man in a black coat stood near a luxury black sedan across the street, holding an umbrella.
""Health department inspector,"" Clara said bitterly, her voice shaking with outrage. ""Claimed my kitchen has structural violations. Shut me down pending an 'indefinite investigation.' I've run this bakery for thirty years without a single notice!""
The man in the black coat stepped forward. It was Mr. Carver, Victoria Vance's personal fixer.
""Mrs. Vance,"" Carver said smoothly, stopping a few feet from Evelyn. ""Mrs. Victoria Vance sends her regards. She hopes you are finding the coastal air... agreeable.""
Evelyn stepped in front of Clara, holding her head high. ""Tell Victoria she has no power here.""
Carver smiled thin, dry lips. ""She owns the bank that holds the mortgage on this bakery building, Evelyn. She bought the debt this morning. In forty-eight hours, this building will be foreclosed. Return to the capital, sign the legal guardianship papers over to Victoria, and she will ensure you receive a comfortable monthly stipend.""

""Then everyone who attempts to help you in this town will lose everything they own,"" Carver replied softly. ""Don't make these innocent people suffer for your pride.""
