Chapter 12: Confronting the Bureaucracy

Room 302 was a modest office dominated by a large mahogany desk covered in stacked paper files and an open laptop. Agent Rachel Vance—no relation to Elena, despite the shared surname—looked up from her screen as they entered. She was a woman in her mid-forties with sharp features, iron-gray hair pulled back into a tight bun, and an expression that suggested she suffered fools gladly.
"Elena Vance?" Agent Vance asked, standing up and motioning toward the chairs in front of her desk. "And you must be Marcus. I received your encrypted message through the secure drop."
Elena placed Leo gently in one of the chairs, still wrapped in his gray blanket, before reaching into her pocket and pulling out the portable hard drive. She laid it on the mahogany desk like an offering.
"Everything is on there," Elena said, her voice steady. "Video files from executive meetings, financial ledgers showing hush-money payouts, and the experimental device logs for the pediatric cardiology wing."
Agent Vance picked up the small drive, examining it closely before plugging it into an isolated desktop terminal on her side table. "If this is what you claim it is, it's bigger than anything my office has handled in a decade. St. Jude's has powerful political backers."
"They've been burying children to protect their federal grants and stock prices," Elena said, her voice hard as steel. "My son's heart stopped on their table because they used an unapproved prototype valve without my consent."

Agent Vance watched the progress bar on her screen fill to completion. A folder containing dozens of encrypted files opened on her monitor. She clicked on one of the executive meeting videos, watching in silence as the hospital's chief surgeon casually discussed the high failure rate of the pediatric trials.
The agent’s jaw tightened, and she looked up at Elena with a mixture of professional shock and profound human empathy. "This is undeniable. The encryption matches their corporate network architecture. We have enough here to execute an immediate seizure warrant and freeze all their assets."
