Chapter 12 - The Federal Net

The blinding rotor wash of the Homeland Security helicopters flattened the dry grass around the Anacostia warehouse, forcing the military police officers to drop their assault rifles and raise their hands to shield their eyes from the debris. General Whitaker stood frozen on the asphalt ramp, his face draining of all color as a dozen federal agents in tactical gear poured out of the rear bays of the landed aircraft, their weapons drawn and trained directly on him.

Stepping out from the lead tactical vehicle was Marcus Vance—no longer wearing the disguise of a tired public defender, but wearing the crisp, dark suit of a senior federal prosecutor assigned directly to the Attorney General’s special investigative unit.

Marcus walked briskly across the tarmac, holding a federal arrest warrant stamped with the highest judicial seals of the United States District Court. He stopped three feet from Whitaker, his expression carved from absolute stone.

"General Thomas Whitaker, you are under arrest for high treason, conspiracy to commit murder, and the systematic embezzlement of classified military defense funds," Marcus announced, his voice carrying clearly over the fading whine of the helicopter engines.

Whitaker slowly lowered his hands, his eyes darting frantically toward the river before he realized every exit route had been sealed off by federal sniper teams positioned on the surrounding rooftops.

"This is a jurisdictional overreach," Whitaker spat, his voice trembling with a mixture of rage and sheer disbelief. "I am the Chief of Staff. I answer only to the President."

"The President signed the arrest warrant twenty minutes ago, General," Marcus replied coldly, gesturing to the federal agents who stepped forward to slap heavy steel handcuffs securely around Whitaker’s wrists. "Your network has been dismantled from Washington to the Cayman Islands. Eleanor Vance is already cooperating with federal investigators in exchange for a reduced sentence."

Evelyn and Julian stepped down from the back of the transport vehicle, the morning sunlight catching the polished medals on Evelyn's white military uniform. She looked down at Whitaker as the disgraced general was shoved roughly toward the back of the federal SUV.

"My father spent twenty years serving this country with honor, General," Evelyn said softly, her voice cutting through the tense silence of the tarmac. "You tried to bury his legacy in the dark, but the truth always finds a way back to the light."

Whitaker didn't look back as the heavy doors of the federal vehicle slammed shut, sealing him inside with his crimes. Marcus turned toward Evelyn and Julian, offering a respectful nod of professional recognition as he handed Evelyn a thick manila envelope bearing the official seal of the Department of Justice.

"It's over, Captain," Marcus said quietly. "Your father's name has been fully exonerated, and the Vance Foundation’s remaining assets have been formally transferred back to the military charity trust."

Evelyn took the envelope, her fingers tracing the smooth paper as a profound sense of closure finally settled over her spirit. But as she opened the seal to check the contents, a small, unmarked flash drive fell out into her palm, accompanied by a single printed note written in Eleanor’s unmistakable, sharp cursive handwriting.

Evelyn unfolded the note, her dark eyes narrowing as she read the final warning left behind by the woman who had started the war.
