Chapter 7 - The Federal Arrival

The wailing sirens echoed off the corrugated metal walls of Site Zero as multiple black SUVs pulled up hard against the rusted chain-link fence outside. Heavy boots slammed against the gravel, followed by sharp, authoritative shouts cutting through the damp night air. "Federal Energy Regulatory Commission! Nobody moves!"
Julian let out a breathy curse, his hands dropping to his sides as he stared toward the open doorway. The tactical operative on the floor groaned, clutching his bruised knee while trying to reach for his dropped carbine. Clara kicked the weapon further into the shadows, keeping her body positioned firmly between the guard and Arthur.
Two armed federal agents in tactical vests bearing the dark blue insignia of the regulatory division stepped through the doorway, their flashlights sweeping the room before locking onto Julian and the armed operative.
"Drop your weapons and place your hands where we can see them!" the lead agent commanded, his weapon trained squarely on Julian's chest.
"There has been a mistake," Julian stammered, raising his hands slowly while attempting to smooth down his blue tie with trembling fingers. "We are representatives of Horizon Energy. This man—Arthur Vance—is trespassing on private corporate property."
"Mr. Vance is the legal holder of the federal legacy trust easement," a familiar voice echoed from the doorway as another figure stepped into the harsh illumination. Marcus Sterling entered the room, his head bowed lower than before, flanked by two more federal agents. His face was pale, his eyes hollow with regret.
Arthur stared at his former translator, his expression hardening. "Marcus. So you decided to switch sides a second time before the ink on the buyout even dried."
Marcus swallowed hard, refusing to meet Arthur’s burning gaze. "When the federal automated alert triggered, the IP addresses routed straight back to Horizon’s primary offshore servers in the Cayman Islands. The regional director there immediately initiated a wipe protocol to erase all local complicity. They were going to blame the entire illegal acquisition on me and Julian."
Julian glared daggers at Marcus. "You pathetic coward. You traded your loyalty for a federal plea deal before we even cleared the property line."
"Survival isn't cowardice, Julian," Marcus whispered bitterly. "It's accurate translation of reality."
The lead federal agent stepped forward, slapping heavy steel handcuffs onto Julian’s wrists with a sharp metallic snap. "Julian Cruz, you are under arrest for corporate espionage, wire fraud, and the unauthorized tampering of classified energy infrastructure. You have the right to remain silent."
As Julian was hauled away into the cold night, struggling silently against the cuffs, Arthur watched him go with a quiet, restrained expression. There was no joy in the victory, only the crushing weight of realization that the corporate world he had spent his life building was fundamentally broken, driven by greed and ruthless betrayal.
Clara walked up beside Arthur, handing him the heavy leather ledger. "The federal marshals have secured the downtown headquarters. The accounts are unfreezing under emergency injunction. But Vance Energy will never be the same after this, sir."
Arthur turned the leather-bound book over in his hands, feeling the worn texture of the binding. He looked out the broken window toward the city skyline, where the first pale rays of dawn were beginning to pierce the darkness.

"No, Clara," Arthur said softly, his voice carrying a new resolve. "It won't be the same. We are going to rebuild it from the ground up. And this time, we cut out the rot."
