Chapter 11: The Federal Relay

The downtown federal relay tower stood like a monolithic concrete needle piercing the stormy night sky, its summit flashing a steady red warning beacon against the low-hanging clouds. The surrounding plaza was deserted, slick with rain and guarded by a reinforced security gate and closed-circuit cameras.

Elena killed the headlights a block away, coasting the dying delivery van into the shadowed alcove of an abandoned loading dock behind the main communications building. The engine gave one final, shuddering gasp before dying completely, smoke finally escaping from beneath the crushed hood.

"This is it," Elena said, cutting the ignition and pulling the keys from the dash. She reached behind her seat and retrieved the wooden baseball bat, checking its grip one last time. "We go in through the maintenance service tunnel. Security protocols there are manual since the storm knocked out the biometric scanners."

Arthur unbuckled Lily and lifted her into his arms. The young girl was pale, her eyes heavy with exhaustion and fear, but she wrapped her arms around his neck without a word of complaint. "You're doing so well, Lily. We're almost at the end," he encouraged her softly.

They slipped out of the van into the freezing downpour, moving quickly toward a heavy metal access hatch set flush into the concrete pavement beside the building's foundation. Elena dropped to her knees, using a heavy steel pry bar she had grabbed from the van floor to wedge beneath the rusted edge of the hatch. With a sharp grunt of effort, she threw her weight into the tool, and the heavy metal door popped open with a loud, echoing clang.

"Down you go," Elena whispered, holding the hatch open as Arthur descended into the dark concrete tunnel below, carrying Lily securely against his chest.

The service tunnel was damp and narrow, echoing with the sound of rushing drainage water and the distant hum of massive transformers overhead. They moved single file, Elena taking the rear with the wooden bat held ready, her eyes scanning the shadows behind them for any sign of pursuit.

After what felt like an eternity of navigating the maze of pipes and concrete walls, they reached a heavy steel fire door marked with a yellow warning plaque. Arthur pressed his ear against the cold metal, listening carefully. Faint sounds of electronic equipment and the distant murmur of voices drifted through from the other side. They had reached the sub-basement of the main relay station.
