Chapter 3 - A Stranger in the Corridor

Henderson spun around so fast he nearly tripped over his own scuffed leather shoes. Standing just a foot behind him was a tall man in a charcoal overcoat, his silver-streaked hair neatly combed and a digital tablet tucked securely under his left arm. The man’s eyes were entirely devoid of warmth, fixed squarely on the frantic landlord like a hawk sizing up a wounded rabbit.
"Who the hell are you?" Henderson demanded, wiping a bead of sweat from his forehead with the back of his hand. "This is private business between a landlord and his delinquent tenants. Butt out."
"My name is Arthur Vance," the man replied smoothly, his baritone voice cutting through the tense air with absolute authority. "I represent a private social advocacy fund. And what I just heard, Mr. Henderson, sounds suspiciously like unlawful tenant harassment, extortion, and petty theft."
Nurse Sarah nodded approvingly from behind the desk, resting her chin on her interlaced fingers. "Mr. Vance arrived about ten minutes ago to review our pediatric outreach programs. It seems he heard every single word you said."
Maya clutched her stomach, her breathing becoming shallow and ragged. She leaned heavily against Leo’s side, her knees buckling slightly. Leo dropped to his knees instantly, wrapping both arms around her shoulders to keep her from falling to the cold floor.
"Maya! Stay with me, look at me!" Leo cried out, his voice cracking with sheer panic. "Don't close your eyes!"
Arthur Vance stepped past Henderson without another glance, kneeling beside the two children with practiced grace. He didn't look like a typical bureaucrat; his suit was tailored too well, and his eyes held a piercing intelligence. He reached into his coat pocket and pulled out a small, sleek smartphone, angling the camera lens directly down toward Leo and Maya.
"What are you doing?" Leo demanded defensively, shielding his sister with his own body. "Put that away! She's sick!"
"I'm capturing reality, young man," Arthur said softly, his camera light illuminating their pale faces. "The world needs to see what happens when a community looks away. Sarah, update the digital feed. Tag the emergency relief network."
Henderson’s eyes widened in sudden terror as he realized the implications. If this went online, his illegal slumlord practices would be exposed to thousands of local viewers within the hour. He lunged forward, trying to slap the phone out of Arthur’s hand.
"Delete that right now or you'll regret it!" Henderson roared.

Arthur didn't even flinch. He caught Henderson’s thick wrist mid-air with a grip of iron, smiling coldly. "You might want to check who owns the mortgage on your apartment building, Mr. Henderson. Because as of this morning, I do."
