Chapter 11

With the municipal archives secured and the transport vans loaded for transit back to federal headquarters, the temperature inside the North District warehouse seemed to drop even further. Elena Vance stood near the open loading bay, watching the mist swirl across the asphalt outside. General Harrison sat on an overturned plastic crate near the neutralized burn barrel, his hands clasped between his knees, staring fixedly at the scuffed toes of his uniform boots.

"You could have stopped this years ago, General," Elena said, her voice devoid of accusation, carrying only the weight of objective observation. "You had the clearance to audit the expenditures. You had the rank to demand transparency. Instead, you chose to become the gatekeeper for men who viewed public tragedy as a profit margin."

Harrison let out a dry, rattling sigh that sounded like dead leaves scraping across pavement. "You don't understand the machinery, Director," he muttered, finally looking up to meet her steady gaze. "You come in with your federal badges and your clean ledgers, thinking the world runs on rules and ethics. But the real world runs on leverage, alliances, and fear. If I had questioned the allocation orders in year one, I wouldn't have been court-martialed—I would have simply disappeared, and someone far worse would have taken my place."

"And by staying, you became the worst possible version of yourself," Elena replied softly. "That is the rationalization every corrupt official uses to sleep at night, Harrison. It’s always someone else’s fault, always a larger system that forced their hand. But at the end of the day, your signature was on the transfer orders. Your pen authorized the theft."

The general bowed his head again, offering no defense. He knew she was right. The illusion of necessity had sustained his career, but now, stripped of his uniform’s prestige and facing decades in a federal penitentiary, the justification felt hollow and pathetic. "What happens now?" he asked quietly.

"Now, the ledger is balanced," Elena said, turning away from the open door. "You will provide a full, sworn deposition detailing the entire chain of command, from the municipal contractors up to the corporate syndicates financing the operation. Your cooperation won't save your career, Harrison, but it might save whatever integrity you have left."
