Chapter 5 - The Watermark of Betrayal

The faint blue watermark shimmered under the harsh fluorescent lights of the municipal office, catching the attention of everyone in the room. It wasn't a standard city seal, nor was it a corporate logo. It was a distinctive, hand-drawn insignia—a stylized bird with a broken wing—stamped directly into the fibers of the charred paper and repeated on the flap of the yellow envelope Elena had clutched so desperately just moments before.
Clara traced the edge of the watermark with her thumb, her brow furrowing in deep concentration. She had seen that exact symbol before, carved into the wooden bench in the courtyard of their apartment complex, and etched into the personal belongings of the missing property manager.
"This isn't just your scheme, Elena," Clara said quietly, her voice cutting through the tense silence of the room. She lifted the yellow envelope and held it up toward the inspector. "She didn't work alone. This insignia belongs to the ghost tenant in unit six—the man everyone thought moved away last year."
Elena flinched as if she had been physically struck. She tried to pull her handcuffed wrist away, but the officer held firm. "Shut up," Elena muttered, glaring at Clara with sudden, venomous hatred. "You don't know anything about what we built."
The lead inspector narrowed his eyes, stepping closer to Elena. "We have enough to charge you, Ms. Vance, but if there is an accomplice, you would do well to name them right now. Conspiring in a property takeover scheme carries a federal sentence."
Toby began to cry again, his small shoulders shaking as he pulled at his mother's jacket. "Mommy, please tell them you're sorry. Let's go home," he sobbed, the sound breaking the hearts of the onlookers in the seated crowd. Several tenants who had initially glared at Elena now looked away, overwhelmed by the collateral damage of her actions.
Arthur reached across the counter, picking up the yellow envelope with his gloved hand. He carefully extracted a secondary document from inside—a notarized power of attorney document that had been hidden in the back flap. He unfolded it slowly, his eyes scanning the dense legal jargon.
"Good lord," Arthur murmured, his face turning pale. He looked up at the inspector. "This document grants full administrative control of the building's emergency maintenance funds to a secondary trustee. And the signature on this..." Arthur paused, swallowing hard. "...it belongs to someone currently sitting on the city's housing board."
The office went utterly still. The revelation was a bombshell that threatened to reach far beyond the walls of the municipal building, exposing systemic corruption at the highest levels of local government.
The lead inspector’s expression hardened into a grim mask. He pulled out his radio, pressing the receiver to his mouth. "Dispatch, we need an immediate audit team deployed to the municipal housing board offices. We have a Level Four corruption escalation."

Elena let out a hollow, defeated laugh, her head dropping against the counter. "You think stopping me changes anything?" she whispered darkly. "They’re already tearing down the east wing."
