The Solid Foundation

Toby placed the brass plaque into the wet concrete of the bridge's main cornerstone footer.

Engraved upon the metal were the words John Miller had written in his private inspection diary five years ago:

> "A weld is only as strong as the honesty of the hand that struck the arc. Never hide what cannot bear the weight."

The crowd erupted into thunderous, sustained applause. Ironworkers removed their hard hats, pressing them against their chests in deep, silent reverence for the welder whose legacy had finally been redeemed.

As Toby walked back to Sarah and David, a woman in simple clothes stepped out from the crowd. It was Elena Vance, Arthur Vance’s estranged daughter, who had spent the last decade working as a pediatric physical therapist in the rural counties.

"Toby," Elena said softly, kneeling down on the pavement.

Toby looked at her with calm, steady eyes.

"I cannot change what my father did," Elena said, her voice trembling with genuine sorrow. "I cannot bring back your grandfather or the people who were lost. But I have surrendered every single asset I inherited from the Vance estate into an educational and welfare trust for the children of this harbor."

She held out a small, leather-bound box.

Inside was John Miller’s original master welder’s certification stamp—the brass tool Arthur Vance had confiscated forty years ago to silence his objections.

"Thank you," Toby said softly. "Grandpa always said the tool belongs to the man who does the work."
