The Safe Harbor

Within forty minutes, the distinct thrum of federal transport helicopters vibrated through the suite windows.

Federal agents led by Special Agent Marcus Cole breached the floor, taking custody of the sealed drive and the manifests. Arthur Vance was formally placed under federal arrest, stripped of his silk robe, and escorted out in standard detention garments, walking on his own two feet past a barrage of flashing press cameras gathered in the hospital lobby below.

Dr. Linwood sat with Toby in the pediatric observation room down the hall. She had wrapped him in a soft fleece blanket, washed the soot from his cheeks, and placed a plate of warm pancakes and fresh strawberries before him.

Toby ate quietly, his small fingers holding the fork with careful, deliberate manners.

"Where is your grandmother, Toby?" Sarah asked softly.

"Grandma passed away when I was little," Toby said between bites. "After Grandpa’s shop burned down, I lived with Mr. Harris in the old boathouse by the canal."

"Mr. Harris?"

"The night watchman from the dock," Toby said. "He told me to wait until the storm was over before I walked to the hospital. He said if I came before, the men in the black sedans would follow me."

Sarah felt a sharp ache in her throat. This eight-year-old child had carried the weight of an entire city’s reckoning in his bare feet, walking through cold rain and broken glass to deliver the justice his grandfather had died trying to preserve.

"You're not going back to the boathouse, Toby," Sarah said, reaching across the table to gently hold his small hand. "You're coming home with me."
