Chapter 11 - The Power Grid Failure

The blinding flash of light illuminated the entire suburban neighborhood for a fraction of a second, casting stark, jittery shadows against the decorated holiday displays. A fraction of a second later, every single Christmas light, porch lamp, and streetlamp along the cul-de-sac flickered once and died, plunging the entire street into absolute, ink-black darkness.
A collective murmur of shock echoed from the neighboring homes as families peering out their front doors suddenly found themselves enveloped in shadow. Only the flashing red and blue strobes of the remaining police cruiser cut through the gloom, casting erratic patterns across the asphalt and the terrified faces of Eleanor, Arthur, and Officer Hayes.
"What just happened?" Eleanor gasped, stepping closer to the police officer and instinctively grabbing the sleeve of his dark uniform jacket for support. "Did the transformer blow?"
"That wasn't a standard transformer overload," Hayes muttered, unlatching his flashlight with rapid efficiency and clicking the high-intensity beam on. The bright white light cut a sharp tunnel through the darkness, illuminating the swirling dust in the frosty air. He raised his shoulder radio, punching the transmit button. "Dispatch, report. We just lost the grid. Do you copy?"
Static hissed from the speaker unit, followed by a garbled, broken transmission that sounded like digital interference rather than standard radio waves.
"Unit... four... grid failure... confirmed at the central municipal substation," the dispatcher's voice crackled, distorted and fading rapidly in and out of range. "All units... backup power... compromised. Repeat—"
The transmission cut out entirely into dead air.
Arthur Sterling tensed, his grip tightening around the manila folder containing the incriminating financial ledger. "The municipal substation is right next to the water treatment plant where they caught Marcus. That isn't a coincidence."
"Someone just triggered a manual grid shutdown to create a blackout," Hayes said, his voice dropping into a dangerous, tactical register. He unholstered his service weapon, holding it low and close to his body as his eyes scanned the perimeter of the darkened street. "They're trying to blind communications so whoever is backing Marcus can scrub the system before forensics arrive."
Eleanor’s breath came in ragged, shallow gasps. The cold reality of physical danger had finally replaced her bureaucratic panic. "Who... who could have that kind of access to the municipal power grid?"
"Only someone on the city council—or someone with executive municipal clearance," Arthur answered grimly, looking toward the dark silhouettes of the houses across the street.
Suddenly, the beam of Hayes's flashlight caught a rapid movement near the side gate of Arthur’s property. A figure dressed in dark tactical gear slipped silently through the opening, moving with disciplined, practiced precision toward the back patio doors.
"Freeze! Police!" Hayes shouted, raising his weapon and sprinting across the lawn.

The intruder didn't hesitate or look back; they vaulted over the back wooden fence into the neighboring yard, disappearing into the pitch-black void just as a low-flying helicopter's engine began to thrum loudly overhead.
