Chapter 11 - Beneath the Foundation

The metal lockbox sprang open with a sharp metallic snap, releasing a puff of stagnant air that smelled heavily of rusted iron and old paper. Inside lay a thick stack of yellowed photographs, a ledger bound in cracked black leather, and a heavy brass key stamped with an old municipal seal.
Agent Miller stepped forward, slipping on a pair of white cotton gloves before reaching into the box. She pulled out the black leather ledger and flipped open the brittle cover. The first page was scrawled with harsh, angular handwriting dated June 14, 1964.
"What is that?" Marcus asked, stepping closer to the drafting table, his anger momentarily overshadowed by a profound, ancestral curiosity.
"It’s the original disbursement ledger for the Maple Street Eminent Domain Project," Agent Miller read aloud, her eyes scanning the columns of names and monetary figures. She stopped on a highlighted entry near the bottom of the page. "Look at this. Your grandfather, Thomas Hayes, was paid zero dollars for his acreage. The ledger lists the payout as 'Forfeited via zoning violation,' but the signature authorizing the forfeiture isn't a judge's. It's Arthur Gable Sr."
Arthur Gable shrank back against the doorframe, his face turning the color of ash. He didn't say a word; he just stared at the ledger as if it were a ghost haunting him from sixty years in the past.
"He stole it twice," Megan said, her voice filled with quiet disgust as she looked from the ledger to the old man in cuffs. "First his father stole the land in the sixties with forged zoning papers, and then Arthur spent his retirement orchestrating harassment campaigns to force the remaining descendants out so nobody would ever audit the original title."
David turned to Arthur, his expression cold and professional. "Mr. Gable, you’re not just looking at burglary charges anymore. This is systemic civil rights conspiracy, wire fraud, and falsification of federal documents."
Arthur finally looked up, his lips trembling as he tried to summon some shred of his former authority. "You don't understand how this city works. If those deeds revert to the Hayes family, half the foundations on this street are legally built on stolen property. The entire development collapses. Property values plummet overnight. Everyone loses everything."
"Good," Marcus said, his voice dropping into a harsh, unyielding whisper. "Let it collapse. Let every single brick built on stolen ground fall down."
Before anyone else could speak, Agent Miller’s radio chirped again. But this time, it wasn't a dispatch update or a federal alert. It was a direct transmission from the precinct captain, his voice laced with panic and urgency.
"Agent Miller, come in. This is Captain Vance. We’ve got a major security breach at the municipal records archive downtown. Someone just wiped the primary server containing the digitized Hayes property deeds."
The room went dead silent. Agent Miller’s eyes widened in horror as she looked down at the drafting table.
"Who wiped it?" Agent Miller demanded into her shoulder mic. "Give me a badge number or an IP address!"

"We don't know," the captain’s voice crackled through the static, breaking up slightly. "The firewall was breached using an administrative override code registered to... registered to Officer Megan Carter."
