Chapter 1 - The Threshold of Compliance

The autumn wind whipped down the deserted suburban cul-de-sac, rattling the dead leaves against the foundations of the last standing house on Maple Street. Claire stood firmly on the cracked concrete porch, her dark trench coat wrapping tightly around her frame as the chill bit through the heavy fabric. In her hands, she clutched a large wooden clipboard loaded with dense demographic and structural surveys, her knuckles white against the grain. Behind her, two federal bodyguards in dark suits stood like statues flanking the front door, their gazes fixed entirely on the approaching threat.
Arthur strode up the walkway with deliberate, mechanical steps, adjusting the lapel of his tailored grey suit. He carried a heavy black leather briefcase that looked as if it contained the weight of an empire. His short dark hair was perfectly combed, untouched by the biting wind, and his eyes carried the cold certainty of a bureaucrat who had never lost an argument. He stopped just short of the porch steps, staring down Claire with a look of manufactured pity.
"Just hand over the ticket," Arthur demanded, his voice dropping an octave to convey finality. "There is nothing left for you to audit here, Claire. The demolition permits were cleared by the council three weeks ago."
Claire didn't flinch. She adjusted her grip on the wooden clipboard, feeling the sharp corners dig into her palms. She looked past his shoulder as a black SUV idled heavily at the curb, its exhaust pluming white against the grey sky.
"The audit isn't finished, Arthur," Claire replied evenly, her breath pluming in the cold air. "Section Four specifies that every resident must be accounted for before the zoning changes take effect. You missed seventeen families on this block alone."
"Those families were relocated for their own safety," Arthur snapped, stepping onto the first wooden plank of the porch, prompting one of the bodyguards to subtly shift his weight. "The soil toxicity reports are classified. You are holding paperwork for ghosts, Claire. Give me the clipboard."
"I am holding the only record left that proves these homes were illegally condemned," Claire whispered fiercely, her dark eyes locking onto his. "You can bring your suits, and you can bring your black cars, but I am not signing off on a ghost town."
Arthur stared at her for a long, silent moment, his jaw tightening. He slowly reached down, popped the metal latches of his briefcase, and pulled out a single pristine folder.

"Miss Claire?" he asked softly, a dangerous edge creeping into his tone as he flipped the folder open to reveal a single signed document. "Before you make a martyr of yourself, you might want to look at who signed the condemnation order to begin with."
