Chapter 5: The Digital Switch

Captain Hayes stared at the manila envelope in Marcus’s hands, his mind calculating the risk of every possible move. The sirens of a third police vehicle echoed in the distance, growing louder by the second. Hayes smiled, a dark, knowing smirk that didn't reach his eyes.

"You think you hold all the cards, Vance," Hayes said smoothly. "You think those tapes are your insurance policy."

Marcus frowned, sensing the sudden shift in the captain's demeanor. "They prove every fraudulent property seizure executed by your department over the last four years."

"They did prove it," Hayes corrected, gesturing toward the street as two unmarked vans pulled up, boxing in both the federal sedan and the police cruisers. Men in dark tactical gear stepped out, their faces covered by black balaclavas, holding encrypted override tablets.

Vance immediately placed his hand on his weapon. "Stand down, Hayes! That's a direct federal obstruction order!"

"Federal jurisdiction ends where national security begins," a cold, unfamiliar voice echoed from behind the tactical team. A man in a tailored grey suit stepped out from the lead van. He didn't wear a police badge; instead, he wore a lapel pin bearing the seal of the Department of Homeland Security.

Marcus recognized the symbol instantly. It was the same seal stamped onto the secondary hard drive hidden inside the engine block of the blue Chevrolet.

Director Sterling walked slowly up the driveway, ignoring both Marcus and Vance, and stopped directly in front of Captain Hayes. "Did you secure the perimeter?" Sterling asked casually.

"Secured, Director," Hayes replied, stepping aside. "The local officers were just assisting with the transfer of state property."

Marcus felt his blood run cold. The corruption wasn't just local. It went all the way to the federal oversight committees.

Sterling turned his gaze toward Marcus, smiling thinly. "Hand over the keys to the truck, Mr. Hayes—excuse me, Special Agent Hayes of the federal internal oversight division. You've played your little undercover game long enough."

Vance stepped in front of Marcus, blocking Sterling's path. "Director, you have no legal clearance to seize this asset. It's protected under an active whistleblower protection act."

Sterling pulled a folded document from his breast pocket and unfolded it with agonizing slowness. "Whistleblower protection doesn't apply when the asset in question contains classified state secrets stolen from a secure government mainframe."
