Chapter 4: The Captain's Arrival

Captain Hayes strode forward, his heavy leather boots crunching loudly on the sun-baked asphalt of the driveway. His uniform was immaculate, every medal and badge gleaming with polished authority. Yet, the tight, frantic twitch at the corner of his left eye betrayed his outward calm.

"Agent Vance," Hayes repeated, stopping three feet away from the federal investigator. "This is local jurisdiction. Whatever federal business you think you have here, it supersedes neither state law nor municipal code enforcement."

Vance didn't flinch. He slowly pocketed his satellite phone and met Hayes's gaze dead-on. "Municipal code enforcement doesn't usually involve black-market scrapyards, Captain. Nor does it typically require armed officers to seize legally parked vintage vehicles in broad daylight."

Hayes cast a venomous glare at Officer Miller, who immediately shrank back toward his patrol car. "Miller clearly exceeded his authority. We'll handle internal discipline at the precinct."

"You won't be handling anything at the precinct, Hayes," Marcus interrupted, stepping down from the running board of the blue Chevrolet. He held up the manila envelope containing the micro-cassettes and the flash drive. "Because this truck isn't just a vehicle. It's the mobile communications hub for the forensic accounting division of the state attorney general's office."

Hayes scoffed, though a bead of sweat rolled down his temple. "A truck doesn't hold jurisdiction, son. Give me the envelope, or I'll have you arrested for interfering with an active police investigation."

"With what probable cause?" Vance stepped smoothly between Hayes and Marcus. "Obstruction? Property tampering? We have video of Officer Miller attempting an illegal seizure without a signed judicial warrant."

The crowd on the sidewalk began murmuring louder, smartphones raised, recording every second of the standoff. Hayes realized the optics were rapidly turning against him. He couldn't force a violent confrontation in broad daylight with federal agents present and dozens of citizens watching.

"You're playing a very dangerous game, Vance," Hayes whispered fiercely, leaning in close. "You think you've uncovered a local corruption ring? You've only scratched the surface of a network that goes all the way to the state capitol."

Vance’s expression remained ice-cold. "Then I suggest you start talking, Captain. Because the moment this truck leaves this driveway, those tapes go live on every news station in the state."
