Within forty-eight hours, the city’s top real estate moguls had caught wind of the waterfront land deeds. Julian’s dockside loft was inundated with courier letters offering nine-figure buyout checks. Luxury condo developers, casino operators, and private marina clubs all wanted a piece of the last untouched coastal land in the city.

Julian invited the three most prominent developers to a meeting. But he didn't invite them to a boardroom. He invited them to the broken-down docks of Warehouse 4.

The three executives arrived in pristine Italian suits, their polished shoes stepping cautiously over the puddles and gravel.

“Mr. Vance,” said Richard Sterling, a ruthless high-rise mogul. “We have a certified cashier's check for three hundred and fifty million dollars ready for your signature. We will turn this rusted wasteland into the premier luxury enclave on the East Coast.”

Julian stood by the water’s edge, watching a tugboat haul a barge across the gray bay.

“And what happens to the shipbuilders?” Julian asked. “What happens to the public fishing piers? What happens to the kids living three blocks from here who have never seen the ocean because of your private fences?”

Sterling laughed dismissively. “Mr. Vance, this is business. Progress has a price.”

Julian turned around, his eyes cold and unwavering. “You’re right, Sterling. Progress does have a price. But you’re not the one paying it.”

Julian pulled a thick roll of blueprints from under his arm and slammed them onto a rusted oil drum between them.

“This land isn't for sale,” Julian announced. “We are breaking ground next month on the Clara Vance Waterfront Cultural Park. Free workshops, public sports fields, open community studios, and a modern trade school for dockworkers.”

The developers stared at him as if he were speaking an alien language.

“You’re insane,” Sterling stammered. “You’re throwing away a generational fortune!”
