Chapter 14

The precinct’s large second-floor briefing room had been converted into an open disciplinary tribunal for the public accountability hearing. Television cameras, print reporters, and civic leaders crowded into the rows of folding chairs, while federal observers sat near the front row to ensure complete transparency. At the center of the elevated raised dais sat the three-member tribunal panel: Commander David Vance, retired Captain Robert Henderson, and presiding over the panel as lead adjudicator, Captain Maya Vance.

Officer Miller and Officer Jenkins sat at the defense table below, flanked by a union-appointed attorney who looked distinctly uncomfortable under the intense glare of the media lights and the unblinking gaze of the federal observers.

Maya adjusted her microphone, the soft metallic click echoing clearly through the packed room. She looked down at the two patrol officers, her expression completely devoid of anger, reflecting only the cold, unyielding weight of professional responsibility.

"This tribunal is convened to examine the events of last Tuesday afternoon at the Metropolis Grand Galleria," Maya stated, her voice calm, resonant, and entirely composed. "Specifically, the unprovoked physical detention, the improper use of handcuffs without probable cause, the escalation of a non-existent retail dispute, and the unauthorized deployment of tactical assault units against a lawfully present civilian and active-duty officer."

The union attorney stood up quickly, clearing his throat. "Objection, Madam Chair. The officers were responding in good faith to an ambiguous dispatch alert. The physical resistance offered by Captain Vance during the initial contact justified—"

"There was no physical resistance, Counselor," Maya interrupted smoothly, cutting him off with a single raised hand. She tapped a button on her console, instantly illuminating the massive wall projector behind the dais.

The screen played the unedited, full-length body-cam and bystander footage from every available angle, capturing the exact moment Miller clamped his heavy hand onto Maya’s bare arm, ignoring her calm demands for identification, and escalating the situation with aggressive, unwarranted force. There was no sound editing, no sensationalized framing—just the brutal, undeniable reality of institutional misconduct captured in real-time.

The room fell into a heavy, suffocating silence as the footage looped. Officer Miller stared fixedly at the floor, his face burning crimson, while Jenkins nervously wiped his sweating palms against his dark blue uniform trousers.
