Chapter 1 - The Scales of Mercy

The concrete vault smelled of stagnant rainwater, rust, and the metallic tang of dried blood. Kang Min-hyuk stood immaculately still, ignoring the foul grey liquid seeping against the hand-crafted leather of his Italian loafers. He was a creature of high-rise glass monoliths and ruthless balance sheets; he did not belong in this subterranean carcass of an abandoned warehouse. Yet here he was, staring down into the terrified, dirt-streaked eyes of a seven-year-old thief named Su-ah.
She clung to the two metal cans of infant formula as if they were holy relics, her small knuckles turned white beneath layers of grime. Behind her, resting inside a sodden produce box lined with moldy newspapers, two newborn infants whined—thin, raspy cries that lacked the strength to truly wail. Further in the shadows, on a rusted iron cot dripping with moisture from the fractured ceiling, a woman lay motionless, her breathing so shallow it barely stirred the thin woolen blanket draped over her torso.
"Do you know what it means to take from me?" Min-hyuk’s voice was velvet laid over tempered steel, quiet enough to force the basement into dead silence.
Su-ah didn't flinch away from his gaze, though her chin quivered violently. "I'll work. I'll sweep floors, I'll carry boxes... I'll pay back every coin when I'm big. Just don't take the milk. They haven't eaten since yesterday, sir. Please."
Min-hyuk had executed grown men for skimming fractions of a percent from his syndicate's distribution routes. Empathy was an infection in his line of work, a fatal flaw that invited mutiny from rivals waiting in the dark. He raised his hand, his long fingers reaching slowly inside his charcoal suit coat. The girl braced, closing her eyes tightly, awaiting a blow or the cold barrel of a gun.
Instead, Min-hyuk withdrew an ivory handkerchief and tossed it onto the wet floor beside her bare, mud-splattered knees.
"Clean your face," he said coldly. He turned his head toward the pitch-black corridor behind him, snapping his fingers once. The sharp echo cracked like a whip. "Get in here."
Two hulking silhouettes emerged from the gloom, their faces obscured by the dim, flickering fluorescent tube overhead. One carried a black duffel bag; the other held a heavy wrench.
"Boss?" the larger one grunted. "You want us to clean the room?"

Min-hyuk looked back at the cot, his eyes narrowing at the pale woman whose lips had begun to turn an alarming shade of blue.
"Check her pulse," Min-hyuk commanded. The enforcer stepped forward, pressing two rough fingers against the mother’s neck. A beat of suffocating silence stretched between them before the man looked back, shaking his head slowly.
