Chapter 1: The Ledger of Hunger**

The heavy oak doors of the private compound slammed shut, sealing off the outside world. Senator Julian Vance did not touch his scotch. Instead, his thumb traced the edge of the cheap, wire-bound notebook resting on the mahogany desk. Four hand-drawn ink stars. Four nights a seven-year-old girl went to sleep with an empty stomach while billions in federal subsidies disappeared into private holding accounts.
"Her name is Rory Miller," Agent Miller whispered, standing rigidly behind Julian’s chair. "Her mother, Clara, worked administrative compliance at Apex Global Logistics. She vanished forty-eight hours ago after downloading an encrypted audit ledger."
Julian looked at Rory. The girl sat quietly, her small patent-leather shoes dangling above the hardwood floor. She didn't cry or fidget; she possessed the eerie stillness of a child who had grown up learning how to be invisible to survive.
"Your father isn't coming back, is he, Mr. Vance?" Rory asked softly, her gaze fixed on the framed American flag behind him.
"I’m not a father, Rory," Julian replied, his voice low and gravelly. "I’m a prosecutor who forgot why he took the oath. But I made a promise to your mother before she went underground. Whoever made you count those stars will answer for every single one."
The phone on the desk buzzed—a restricted line. Julian answered without looking up.
"You have twenty minutes to return the child, Julian," the voice purred. It was Marcus Sterling, the defense contractor whose campaign contributions had built Julian’s political career. "Don't throw away your future for a dead woman's brat."

Julian hung up, pushed the glass aside, and stood. "Pack the safe files. We move tonight."
