Chapter 13 - The Black Water Reservoir
The municipal reservoir stood like a concrete fortress against the stormy sky, surrounded by crumbling chain-link fences and rusted industrial catwalks suspended over deep holding pools of dark, churning water.
Arthur’s heavy pickup truck was parked recklessly near the main sluice gate, its doors ajar.
Sarah and Marcus approached on foot through the darkness, keeping low against the concrete parapet. The roaring cascade of water over the spillway masked their footsteps.
Using the tactical flashlight on a low crimson setting, Sarah spotted small, scuffed sneaker prints in the mud leading toward the upper observation platform, flanked by heavy boot impressions.
“He’s on the catwalk,” Marcus signaled with his hand, pointing upward toward the metal structure fifty feet above the churning reservoir.
Sarah climbed the metal rungs silently, the rain stinging her eyes, her fingers gripping the freezing iron.
At the end of the narrow catwalk, Arthur stood near the railing, holding five-year-old Lily tightly against his chest with one thick arm. In his other hand, he held a flare gun pointed directly into the air. Lily was crying silently, her face pale, her lips blue from the biting cold.
“Arthur!” Sarah called out, stepping onto the metal grating, the revolver concealed inside her cardigan pocket.
Arthur spun around, his eyes wild and bloodshot, hair matted across his forehead. A manic grin spread across his battered face.
“You made it, Sarah!” Arthur shouted over the deafening roar of the water beneath them. “Eleanor is in handcuffs. Bianca is in custody. My accounts are frozen. Everything I built, destroyed because of you!”

“It was never yours, Arthur,” Sarah said, taking slow, deliberate steps forward. “Let Lily go. It’s over. The FBI has surrounded the perimeter.”
“It’s not over until I say it is!” Arthur roared, hauling Lily over the rusted railing, suspending her tiny body directly above the violent torrent below.
