Chapter 12: Into the Tunnels

The maintenance tunnels beneath the Central Precinct were a labyrinth of rusted steam pipes, dripping condensation, and flickering emergency lights that cast long, skeletal shadows across the concrete walls. Miller moved through the damp gloom with his service weapon drawn, his boots splashing through shallow puddles of stagnant water. Behind him, Mr. Chen followed at a steady, unhurried pace, his presence serving as an anchor of absolute calm in the subterranean maze. Up ahead, the faint sound of hurried footsteps echoed against the curved ceiling of the tunnel. "He's heading toward the old storm drain exit by the river," Chen noted quietly, his voice carrying clearly over the hiss of a leaking steam valve. Miller increased his pace, rounding a sharp concrete corner just in time to catch a glimpse of a familiar dark jacket disappearing around the next junction. "Marcus!" Miller shouted, his voice bouncing off the brick walls in a cacophony of angry echoes. The footsteps ahead stopped abruptly. A moment later, the beam of a flashlight cut through the steam, illuminating Miller’s face in a blinding glare. Lieutenant Vance stood twenty yards away near a rusted ladder leading up to a street-level manhole cover. One hand held the flashlight; the other gripped a heavy steel pipe wrench. Vance’s face was smeared with soot and sweat, his uniform jacket torn at the shoulder, stripping away the polished veneer of authority he had worn upstairs. "You should have stayed in the basement, kid," Vance called out, his voice echoing mockingly through the tunnel. "You're playing a game you don't even know the rules of." Miller didn't lower his pistol, keeping the front sight centered on Vance’s chest. "The game is over, Marcus," Miller said, his tone flat, steady, and devoid of hesitation. "Chen showed me the ledger. He showed me what you and the council did to my father." Vance let out a harsh, barking laugh that held no humor, only desperation. "Your father was weak, Miller! Just like you!" Vance roared, stepping forward with the pipe wrench raised. "He took the money with both hands and then cried to the heavens when the bill came due! You think Chen is some kind of saint? He's a ghost from a drug war that never ended, and the moment you step out of these tunnels, his remote control will detonate every asset this city holds!"
