Chapter 9 - The Federal Intercept

The harsh glare of NCIS tactical flashlights sliced through the artificial rain, illuminating the chaotic, water-logged interior of the mess hall. The federal agents moved with terrifying precision, securing the perimeter, disarming Admiral Cole’s private security detail, and placing plastic zip-ties around the wrists of the tactical guards without firing a single shot.
Captain Miller lowered his service pistol, exhaling a long, steady breath as he watched the federal agents take control of the scene. He holstered his weapon, walked over to Admiral Cole, and extended his hand palm-upward.
“Admiral, your operational command of this sector is formally suspended under federal investigative statute 104-B,” Captain Miller announced, his voice echoing cleanly through the damp air. “Surrender your sidearm and your command insignia.”
Admiral Cole did not flinch. He stared at Captain Miller with a look of profound, icy contempt. Slowly, with deliberate slowness, the Admiral unclipped his sidearm holster and laid it across the Provost Marshal’s open palm. He did not say a word, but his gray eyes promised a slow, systemic retribution that would stretch all the way to the Pentagon's highest offices.
Elena lowered the blinking satellite uplink beacon, her fingers stiff and cold from the freezing water cascading down from the overhead sprinklers. Her dark service dress uniform was soaked completely through, the gold stripes on her cuffs gleaming under the tactical lights. She walked slowly toward the Admiral, stopping just a few feet away.
“Ten years, Admiral,” Elena said softly, her voice barely audible over the hum of the failing sprinkler system. “Ten years I waited for this exact moment. Ten years of looking over my shoulder while you slept in a warm bed in Coronado.”
Admiral Cole turned his head slowly, fixing her with a cold, unblinking stare. “You think you’ve dismantled something important, Commander. You think justice is a neat little file handed to an investigator. All you’ve done is trigger a succession protocol that will bury you so deep in the military penal system that no one will ever remember your name.”
“At least my name won't be carved into a false casualty monument in Yokosuka,” Elena retorted sharply.
Before the Admiral could reply, the lead NCIS investigator stepped between them, flashing his badge directly in Elena’s face.
“Commander Barrett? I’m Special Agent Vance—Federal Investigative Division,” the agent stated crisply, though his eyes held a strange, complicated flicker of recognition as he looked at her.
Elena blinked, her brow furrowing slightly as she processed the last name on his tactical vest. Vance. Not Thomas—this was someone older, with sharper features and graying temples at the ears.
“Agent Vance?” Elena repeated, her guard instantly spiking back up. “Are you related to—?”
“He’s my younger brother,” Special Agent Vance interrupted coldly, nodding toward where Thomas was currently being held against the far wall by two federal officers. The agent turned his gaze back to Elena, his expression unreadable. “And for the record, Commander, my brother is a coward who should have been washed out of the academy twenty years ago. But your unauthorized data drop just compromised an active, deep-cover intelligence pipeline running straight through the Seventh Fleet into the Western Pacific.”
Elena stared at him in stunned disbelief. “Compromised an intelligence pipeline? Those files are exclusively about the scuttling of the Prometheus and the abandoned contractor crew!”
“That’s what you were meant to find,” Special Agent Vance said quietly, stepping closer so only she could hear. “The Prometheus wasn't a salvage ship, Commander. It was a decoy transport carrying black-budget naval ordnance straight into contested waters. And your little data drop just handed the coordinates to a foreign power.”

The blood drained entirely from Elena’s face. The manila envelope she had carried into the mess hall slipped from her fingers, splashing silently into the pooled water on the floor.
