Chapter 4

Mayor Harrison knelt on the gritty pavement, ignoring the potential stain on his expensive trousers. He extended a hand toward Clara, his palm open and steady. "Are you alright, miss?" he asked, his voice low, urgent, and thick with an emotion that transcended political theatre. Clara stared at his outstretched hand for a heartbeat, measuring the sincerity in his eyes. Slowly, deliberately, she placed her bruised hand in his. With a firm, gentle grip, the mayor helped her to her feet, steadying her until she found her balance on the concrete.

Once she was upright, Harrison did not let go immediately. He reached down and retrieved Clara’s broom, lifting it from the gutter with a reverence usually reserved for ceremonial artifacts. He gripped the wooden handle tightly, his knuckles whitening, embodying a tense and fiercely protective stance. He scanned the surrounding storefronts and security cameras, realizing with chilling clarity that his administration had been harboring a predator. "I am so sorry," Harrison murmured, looking directly into Clara's brown eyes. "This city failed you this morning. But I promise you, it will not happen again."

Clara swallowed hard, her voice raspy as she found her words. "Words are easy, Mr. Mayor. People in suits usually make promises they sweep under the rug." Her reference to her profession was sharp, devoid of self-pity.

Harrison flinched internally, accepting the rebuke without defense. "You have every right to be angry," he replied. "But let me prove that I mean it." He gestured toward the black SUV, where aides were now stepping out, looking bewildered. Harrison pulled out his encrypted phone, bypassing his chief of staff to dial a direct number to the police commissioner. "Put out an immediate hold on Julian Vance," the mayor ordered into the phone, his tone granite-hard. "Bring him to my office. Do not let him leave the building." Clara watched him, the initial shock giving way to a cautious curiosity. The man who had kicked her was connected to the highest levels of municipal power, and the man who had just helped her up was about to tear that power structure apart from the inside.
