Chapter 11: The Secret Behind the Bookshelf

The technician worked with clinical precision, using a pneumatic pry bar to pop the baseboard away from the wall before sliding the X-ray panel into the gap. On the ruggedized laptop screen, a dark rectangular void appeared—not a vault for stolen money or foreign intelligence codes, but a shallow cavity housing a heavy metal lockbox stamped with the seal of the Office of Strategic Services from 1944.

Miller knelt down on the ruined carpet, ignoring the dust and insulation fibers that clung to his dark trousers. He reached out and touched the cold steel of the box. "Palmer wasn't an accountant, was he, Arthur?"

"Palmer was the man who kept the books for the OSS remnants in post-war Berlin," Arthur said quietly, walking over from the kitchen to stand above the kneeling agent. "When the Agency was formed in forty-seven, they didn't want the old accounts audited because half the funds were used to finance operations that never appeared on any congressional authorization bill. My mentor, Henderson, was supposed to destroy the records in fifty-eight. He didn't. He gave them to me for safekeeping when I started at the Library."

"And you kept them here," Miller said, his voice barely above a whisper. "In your suburban house, between the encyclopedias and the spare charger cables."

"Where would you put them, Miller? In the National Archives? Where anyone with a mid-level clearance and a thumb-drive could download them on a Tuesday afternoon?" Arthur looked down at the agent with fierce intensity. "Those ledgers prove that the founders of your entire department used slush funds from the black market to finance unauthorized domestic surveillance programs that started during the Cold War and never stopped."

Miller stood up slowly, brushing the dust from his knees. He looked at the lockbox, then at the manila envelope in his hand, and finally toward the window where the afternoon sun was beginning to turn the sky a bruised, metallic purple.
